Can anyone tell me how to turn my voice mail on ? I’ve never actually turned it off and I’ve tried everything that has been recommended but only ever get try again later message

Try rebooting VM by texting VM OFF to 150, rebooting the phone & then texting VM ON to 150.

Try calling 222 or speed-dial 1 from your phone. Are you connected to voicemail, or does something else happen?

It’s goes through as if the voice mail is on but it isn’t . The phone just rings if someone is calling me the voice mail doesn’t pick up

So your issue is not with voicemail not working (it is), but with the call diverts.
In your phone's menu, the call divert menus are usually under phone settings - the location will vary between Android & Apple, but all the "conditional" diverts (i.e. not unconditional divert all calls) should be set to +447953222222

I thought Call Diverts other than to VM are not applicable to PAYG.

PAYG can only divert to voicemail, but the problem being described by the OP is of their diverts to voicemail. Not switching their voicemail on, which is working as confirmed at 4.18pm
The text commands are usually a good way of recreating the call diverts easily, but doing so via the phone's menus is an alternative.
