Unable to receive international text on PAYG

I received a call from an EE operator offering to change my PAYG package. Since speaking with him, I can send, but not receive texts to overseas. I have switched the SIM card to a different phone, but this still does not help.

Do you mean you can't receive texts from overseas but can send to overseas? It's usually the other way round.

Why did you need to change your PAYG pack over the phone? Couldn't you do it yourself?

Hi there, I am overseas and can send texts, but not receive any at all.  The change to the package was an unsolicited call from EE. I did not necessarily want to change my pack, it was an offer and would apparently reduce the monthly fee. 

Where overseas?

What does texting AL to 150 from it fully report verbatim (it is free)?

South Africa - to clarify, I received texts on Sunday. After that I received the call from EE. Also, my phone froze and I had to reset and it updated, but I changed the SIM to another phone and now neither phones are effective. 

AL to 150? 

What did this change of PAYG pack entail exactly?

The chap said to me that my monthly top up amount will reduce to 8.15 GBP. Checking on my account on line though I see that I still have the 15 GBP package, so not sure if this even changed. I am stymied because my husband also has the same package (different phone number) and can receive texts.
