Topped up 15 pounds but pack15 won’t purchase

I topped up 15 pounds to my number, but when i try to buy pack15, it tells me " To buy your £15 plan again, simply top up £15 and your plan will start

automatically." even though Ive just topped up already and I have enough money. I type balance to make sure and I have 15 pounds. Why can't I buy the pack
