Cannot add on data, says payment issue

Hi. I cannot add data pack or use my credit to purchase an add on. Gives me an error. 
  Could be that my sim was deactivated? I have around £13 pounds credit on it. I am abroad but cannot contact ee. I am trying to purchase data so i can use the sim when i arrive on Monday. Please help

When did you previously use that PAYG for a chargeable action?
