Kia ora, I need an email address to contact to arrange a refund on an online order.
I think my number has gone into hibernation as I have been away from EU/UK since February 2023. I've just returned to Germany and am unable to use my SIM. While in New Zealand I ordered and paid for a £20 top up pack online, with a London address. The amount has been deducted from my NZ Bank account. I now wish to cancel this order please as because of the hibernation issue I can't use it.

PAYG top-up credits are non-refundable, there is no email contact.
EE's CS number from abroad is +44 7953 966150 who should be able to reactivate your SIM - providing it's not gone beyond the 9month "point of no return" which is a distinct possibility based on your timeline.

As this SIM hasn't been used since Feb, over 10 months, it cannot be reactivated.
