No content lock on my EE app setting. I am guessing it’s because I’m on PAYG

If you give our Pay as you go Care team a call they will help you with your content lock settings.

On PAYG you can't control Content Lock from your MyEE. Instead you need to call EE with a credit card handy & pay a refundable token amount to prove you are over 18.
