If it's already topped up just use in the router.

Tried that already, it is a brand new sim and shows no internet connection, someone has said that it needs to go in a phone first to get an activation code sent.?.

All the PAYG SIMs I've put in mobile routers have worked straight away. I've never bothered to register them to MyEE to receive an activation code..
Visit http://add-on.ee.co.uk/status from a device connected to your mobile router by WiFi to see your data & credit status as well as its mobile no. at the top. What does it say, obscuring your mobile no.?
