Phone blocked

My phone has been blocked and I cannot buy packs or receive calls and texts and I don't know how to unblock it. Can anyone help me?

I take it you are on pay as you go.

When did you last use your mobile to make a chargeable call or text as it looks like it may have gone into hibernation, that is your SIM card?
