PAYG no option to purchase packs

Until recently I have been on PAYG 3G because I was migrated from Orange and I was still using the Orange sim card. I could only purchase add-ons and not packs which I understood was correct. Today my sim was changed to PAYG 4G. However I can still only purchase add-ons. Is this expected?

Thanks

Looks like you haven't actually been moved from an EE 3G PAYG plan to an EE 4G PAYG plan.

No, it's not! What are you offered when you text ALL PACKS to 150?

The reply for ALL PACKS was this:
---
EE Packs are not available on your current 3GEE plan. To upgrade to a 4GEE Pack you will need a new 4G sim and 4GEE Price Plan. If you're interested please visit your local EE store or dial 150 from your phone to discuss your options.
---
Sounds like the store only changed the sim card but did not change my price plan to 4G? I didn't realise it was a 2 step process and the store did not mention any plan change.
Can I just call 150 to sort that out?

Thanks
