My data allowance has drastically reduced?

I have been boosting my allowance for years and it had got up to at least 13.5GB (thats the last I remember it had got up to and I know I have boosted it a few times since) it was that but now my allowance is only 3GB? Can anyone explain why? It makes no sense has I can buy a new 99p sim on the same cost plan and start with 5GB. Many Thanks.
