Can I add a current Pay-as-you-go SIM/number as a multi-line discount to a SIM Only account (as I don't want to change the phone number of the family member)?

Can the PAYG SIM & number be changed to a contract and added as a multi-line to an exiting contract without losing the number at about £10/month, or would it just be simpler to get the basic add-on to the PAYG SIM also at £10/m?

@IFGW You can change a PAYG to a contract and retain the number. as we best to call customer services to see if they can offer a contract at £10 and have this added to your EE account.

Follow How Do I Upgrade from Pay As You Go? to switch from PAYG to contract. Your existing PAYG credit will be carried over as credit towards your future bills. You keep your existing SIM & no. The plan on it is just switched to contract.

It looks as if adding a Pay As You Go Subscription Packs: Bundles From £10 Monthly Top Up might be a cost-effective solution.
What I can't see is if adding a PAYG “Subscription Pack” qualifies for a Blue Light Discount?

You cannot get Blue Light Discount on PAYG.
You can add pay monthly SIMs to your existing Pay Monthly Account starting from £10pm using your multi-line discount. This cannot be stacked with Blue Light Discount, as the Multi-Line works out better. A Pay As You Go number can be brought across onto a contract by calling EE.
For adding a second SIM to a Pay Monthly Account:
24m 5GB No Frills £10pm (10Mbps Speed Cap)
24m 25GB Essentials £12pm (100Mbps Speed Cap)
24m UNL Essentials £16pm (100Mbps Speed Cap)
There are also 1 Month Rolling Plans available.
