SOLVED: Can't send/receive calls and texts from anybody, including 150

SOLVED: All I had to do was restart my phone and it worked again. 🙂
I recently tried sending a text to 150 and calling 150 to top up my account for my pay-as-you-go pack, but my messages say they are not sent, and calls simply end after a few rings. I found out I could top up my number through the website, and topped up £10 credit and received a confirmation email that the payment went through. However, my pay-as-you-go pack doesn't appear to be working as I can't use data. I'm refraining from sending messages or calling in case I'm charged for it. I asked one of my relatives to send a message to me via SMS and it worked.
I don't think it's hibernation. The last time I topped up was a little over a month ago, and hibernation occurs after 6 months, from what I've seen.
Additionally, because I can't receive texts from 150, I struggled to make an EE account and had to use someone else's number for verification. I also can't link my EE account to my phone number, as I can't receive the 4 digit code from 150.
EDIT: An update - I got my relative to send a text via SMS again since I suspected it might have only worked because it sent through via wifi.
On their phone, it says the message delivered. However, I've received no such text. They also tried calling me, and informed me it got forwarded instantly.
In conclusion, I can't send/receive texts and calls whatsoever seemingly out of nowhere.
