Does the PS Portal work okay when you're connecting via other networks?
It's worth checking out some of the troubleshooting options that Sony recommend to make sure everything is set up as it should be.

yes the Ps portal works well with home network and my wife's 02 network.
it works well with my work WiFi.
i will check the troubleshooting steps by Sony

Sorry for the delay in getting back to you.
I believe there is an issue with some people with the PS Portal and using IPV6. The resolution for this is usually to edit your APN Settings to change from the IPV4V6 layer to IPV4 only, but I don't believe the iPhone on EE gives you such an option (I could be wrong).
As an example, I had issues with Party Chat on my Xbox while hotspotting and as I am using Android I was able to create a separate APN Profile to use IPV4 which I switch to when required and has worked flawlessly since.

The essential thing to make sure you change is the APN Protocol as IPV4.
The post gives information for multiple types of devices but not all of it is necessarily required.
Just make sure to create a separate profile instead of editing your current one as you could lose connectivity if done incorrectly.
I have a default one and an IPV4 one I can switch between as shown here on my S24 Ultra, other android skins may differ.
The above may fix your issue, fingers crossed.
