Perks deactivated? Not completed on time, need this reactivated to upgrade

Hi,

I'm having the same issue "account deactivated", I've tried reseting my password etc. and even registering again, and it keeps throwing up the same error.

My perk account says it is deactivated, I have spoken numerous times to an EE advisor and no one seems to know how to sort. I read on here all that needs to happen is my account needs to be deleted . Why it why I ring no one can help?
