"!Couldnt send text message!" to 5 digit sms number

Some texts do not send to the short sms numbers. For example, Trying to opt out of promotions sending STOP to a short number usually 5 digits. I get an exclamation mark with 'Couldn't send massage'. Message centre number in settings is +447958879879. I'm PAYG Galaxy user.

Your text allowance only covers "person to person" texts to other mobile numbers beginning 07.

Texts to shortcode will be chargeable at your standard rate, which I believe is around 15p on PAYG these days - unless specified otherwise.

Text shortcodes are rarely not 5 digits, what is the code you're having problems with?

Do you have available credit for the message? These will always be chargeable.

88882 La Redoute shopping promotions, 57887 balance enquiry for gift card, 88291 radio show etc. I've got unlimited texts, are these not included then maybe. My balance is 8pence credit so maybe need credit as well as unlimited texts?

Even when I remove the spending CAP still can't call 5 digit numbers ---- which are BT technical support numbers anyway!
