checking if number is available

I want a specific number iff it's available. Is there a way to:

a) See if a number is taken?

b) to choose it if it's not?

I don't mind paying extra but is there a way (any provider)?

It doesn't work like that. If you want a specific number you need to search gold numbers on Google.
