You-ve-dialled-an-incorrect-number message when calling EE to EE

Hi
My partner has Galaxy S21+, and I use an iPhone. We are both on EE, when I try to ring her I get the message “You have dialled an incorrect number”. I can text her fine.
To try to resolve this we have reset her network settings, and manually chosen the network.
She has 2 SIM cards in the phone
Has anyone else come across this issue, and is there a solution?

Is your partner able to call you OK?
If yes, what number shows? is it the number you are calling?

Yes, my partner can ring me, and her details show up on my phone, as her saved contact details

Are you making these calls from your contacts list, call log or manually?
Are any other numbers affected, or is it specific to these?

I have tried both ways, and also from my call log. I am not aware of it happening with other numbers.
in addition, my son can’t ring her, nor can my work phone. All on EE

Yes it happens in all locations, and has been a problem for at least a week.

We have now tried the SIM card in a different phone, and the issue is the same. So it seems unlikely the problem is down to the handset
