My phone has been stolen and in order to get my insurance claim accepted, I need to:
1) speak to EE and get them to bar/block my phone
2) order a new SIM and confirm date
BUT despite them claiming to have a 24/7 helpline, it's closed- is there anyone I can speak to? Please help

You can report your phone Lost/Stolen by calling the 24 hour line.
To speak with a customer care agent to order a replacement SIM and blacklist your device you would need to call during office hours.
Monday to Friday 8am - 9pm, Saturday and Sunday 8am - 8pm.
