I am currently on holiday in Spain and have received a voicemail. I have tried to call the voicemail number but get an automatic response saying it is restricted to call this number.
I have tried multiple different networks and tried calling other numbers but the restricted message still comes up.
How do I fix this?

Have you been able to use this phone in Spain before? How do you know you've received a voicemail? Can you send & receive text messages?

Yes I have used this phone/sim in Spain before.
I got a notification saying voicemail and a txt.
I can send/receive txt messages

I suspected so, but always worth checking. Are you calling the same voicemail number as in the UK - speed-dial 1 or +44 7953 222222? Is the "automatic response" an audible one or on-screen? If it's audible, does it sound like a Spanish network announcement or an EE one? Is the announcement the same across different Spanish operators?
Can you call other UK numbers?

I have tried 121 and +44 7953 222222 both have the same response.
It's an audible response and I don't think it's the EE one as when trying other Spanish networks it's the same response or very similar

Have you been able to make any successful calls at all on this trip, or was this the first time you've tried?
Also did you speak with anyone about enabling roaming, or send any messages to our automated service prior to going away?

If they are, can you please send a text with ROAMING to 150 and let me know what comes back?

Can you please reply with GOING, then on the next reply select ROAMING OPTIONS?
It sounds like we may just have a roaming setting that needs amending, and this will let you get it switched over 😊
