Receiving text messages on WhatsApp whilst in the USA

What is the cheapest way for me to be able to use mobile data whilst on holiday in USA

Welcome to the community. 

I'd recommend looking into the Roaming Pass. 

This will allow you to use your calls, texts and data whilst in the States.

@moe12 : Outside the EU, if you are on contract, you may use your usual UK allowances there with up to 50 GB data per billing month if you have more, when you buy for £25 / billing month or have already as a Smart Benefit the Roam Abroad Pass or you have an EE Max Plan. Otherwise you will need to pay the charges or buy roaming add-ons as set out in https://ee.co.uk/help/mobile/roaming/roaming-costs/countries/usa.

If you are on contract, just remember to text ROAMING to 150 before you leave UK to ensure the roaming ability is enabled on your account.

If you are on PAYG, make sure you have already used your PAYG SIM to make a call or text in the UK.

Fundamentally, be clear that in all charging references, text messages refers to SMS text messages.

Usage of mobile apps such as Messenger, WhatsApp etc is NOT text messaging. It's use of an internet-based app, and charged as data use - based on whatever you use as your internet connection.
