Hi

I am in the Philippines. Mobile data is switched off. But need to make calls to the UK. Shall i turn on my Mobile data to make the calls then Turn off when i have finished my calls to UK?

You should still be able to make a call with mobile data switched off.

Calls & texts don't use data.
