It is not the Roaming as it worked in USA those 2 days before arriving to Tahiti. The only thing that works is the free WiFi but if you need BANKING or other SECURE operations YOU NEED THE SIM CODES SENT TO YOU.

Tried to select a carrier MANUALLY and ALL NETWORKS said in written notes to be NOT allowed ; all meaning: VINI and VODAFONE

If you notify your bank about your travels you don't need the code. (Halifax anyway)

EE used to have a coverage problems with French Polynesia but I do not know if this is still the case, assume it maybe from your post. You cannot guarantee roaming everywhere.
