Iphone 11 - unable to make calls out and cannot receive calls

Have exactly the same problem.  A phone connected to 3 works perfectly but my EE phone is plain exasperating.

Does your phone show a connection to EE's mobile network? That, or a WiFi-calling connection is needed in order to make & receive calls.
