Can someone post what the solution is here? Or if it is not solvable? I have a small business that doesn't receive calls when on WiFi calling if the call is made from a non WiFi source. Is it just that that isn't possible?

You may be misunderstanding the nature of WiFi-calling, or confusing it with app-based calls. You are correct that apps such as WhatsApp, Messenger, Facetime etc only allow voice usage between their users - these "calls" are also treated by your phone and the network as data usage, not voice.

WiFi-calling allows normal use of your phone for calls & texts in the exact same way as mobile-calling. You use the same dialler and calls are routed in the exact same way - whether you are calling other mobiles, or landlines. Calls will handover between mobile & WiFi depending on coverage levels.
