Can't send text messages - failed

I am in UK . I have confirmed the SMS message center number. I am still unable to send messages to UK numbers. I have a 10 pound subscription and this is my second month on it.

What is the error message that you get when you try to send a message? What happens if you send a text message saying BALANCE to 150?
