Call going to voicemail on first attempt but rings immediately after

Having the same experience over in Spain atm. Tried calling 10 different numbers including EE themselves and it just beeps a few times and cuts off.

Does your phone show coverage indicators of a Spanish network? Did you receive a welcome text message on first arrival?

Yes I got both.

That demonstrates that roaming is active, and the issue could lie with the specific Spanish network you're connected to. Try toggling flight mode and/or manually selecting an alternative local operator.
