This is not a service that needs enabling as such. Premium-rate services are covered by specific bars, but receipt of SMS should not matter whether the incoming text is from a mobile or automated source.

Are you on Pay As You Go or Pay Monthly?
If on Pay As You Go, you must complete an initial first top-up on any new EE PAYG SIM to remove the security block on receipt of SMS messages.
