Not receiving message from US phone

I have a client who is in the UK from the US 

When in the US, he can call me but I can't call him. I can message him (MMS) but he cannot message me.

When in the UK, we can both call each other but I still cannot receive his messages.

Anyone aware of what could be causing this?

Do you mean MMS (Picture Msgs) or SMS (pure Texts)?

Is he running on a US SIM or a UK 1?
