Regardless of what billing add-on you might have, it is the roaming facility which needs activating in order for a phone to connect to foreign networks. On the assumption you are pay-monthly, this is normally done by texting ROAMING to 150 before leaving the UK. Did you do this?
If not, your only solution now is to contact EE-CS from another working phone to enable the roaming facility.
