Making international calls from Uk

I would like to dial a hotel in Madeira but my phone says it is unable to do this. How can I get this resolved?

How exactly does your phone "says it is unable to do this"? Do you get an onscreen warning? Or an audible announcement?
What is the exact wording of any announcement?
The previous reply advises a billing add-on which would reduce the cost of international calls, but depending on the nature of the issue, it may not be the cause of your issue. The questions above will help ascertain this.

International Calls packages are only a way to save money. You should still be able to make International calls individually either charged to your bill or from your credit.
@Duncomb08 : Are you on contract or PAYG? If PAYG, you need to have credit to make International calls. They are not included in your pack allowances.
