I have the £2.29 per day EU roaming. When I arrived France I received a text from EE welcoming me and saying that I should visit Care.EE.co.uk/help/phones-and-device for the best coverage. I followed the instructions and now nothing works. No phone calls, No data. I can't even call the help number that was given.
I've checked all the settings by comparing them to my husbands phone (same plan) but who didn't go to the EE site, as instructed. I've restarted my phone several times, toggled all the possible switches and still nothing.

I found this- as I try to check "Yes" and submit it seems ineffective. I don't think there is a way to change the Yes/No radial button without changing the "Spend Cap" multi-select.
As a 'work around' I selected "Yes" and choose another a 30 Spend Cap, with the plan to go back and return it to 20. But again- ERROR.

Does your phone show signal indicators of any French networks?
Can you try manually selecting an alternative local network?
I suspect from your description, that your roaming facility is active, but you have an outbound call restriction of some kind - only CS can resolve this if so.
