Northern Ireland is part of the UK and EE has coverage there.
The Republic of Ireland is a foreign country and you need roaming activated in order for your phone to connect to Irish networks - text ROAMING to 150
Roaming costs are set out at https://ee.co.uk/help/help-new/roaming-costs/countries/ireland
