My phone settings don’t have data roaming option come up I am travelling to Ireland and need my phone to work but it doesn’t give me an option to turn it on

Data roaming is a phone setting allowing the use of mobile data whilst roaming. What's far more important is that your SIM/account has roaming enabled, allowing the use of foreign networks and thus having coverage abroad.

Without this, you can't roam at all - be it data roaming, text roaming or voice-call roaming.
