EE roaming pass hardly worked in usa

Purchased £25 roaming pass for trip to usa. Signal was useless and kept dropping. Checked settings etc. No joy. Phone connected to tmobile. Samsung A12. Tmobile is supposedly strongest signal according to signal maps. Didn't work in las vegas or Los Angeles where surely it should. I have a usa tmobile phone that works fine. My daughters Vodafone worked fine and roaming was free. It connected to atandt network which didn't even show up if I switched off autoselect. Given that ee own tmobile why was this so bad. Something to do with roaming?

When it managed to keep signal data was abysmal. I'd have been happy with that. Most of my usage is data based e.g WhatsApp etc

Receiving texts is evidence of a mobile network connection which is only obtained by roaming being active.
EE have two levels of roaming: EU-only, and full global.
If you have mobile network coverage in any non-EU country, it follows that global roaming must be active.
