Hey there,
I don't believe EE have brought back roaming charges for prepaid customers (as a side note, Vodafone have - they kick in June 8th) so you'll be able to use your packs / allowances when roaming in Croatia (as they're an EU country) the same way you do at home.
Happy travels!

Hi @SB1244
Please see this thread:

Does this change apply to PAYG too?
From early 2022 allowances will be for use within the UK only. If you have a PAYG pack you will be able to purchase an add-on which will allow you to access your Pack allowance for a £2 daily charge when roaming in our Europe Zone (zones 1, 1a, 2a & 2b).
If you have no Pack or bundle, or your allowance has run out, you will be charged the international rate for calls within our Europe Zone as set out in thePay as you go price guide at the time.
Hopefully this now makes the Croatia page more clear.

This actually doesn't make it clearer...
So the forum posts indicates roaming is chargeable (you must buy a £2 per day add on) yet the website makes no reference to this on the Croatia page.
The tool clearly references the roaming charges for pay monthly (if you select you don't have the add-on) but doesn't reference them for prepaid.
Could it be the information has changed since the post was written last year.
Can someone at EE confirm?

No, @Northerner, that article published pre-March 2022 only muddies the waters. Then they said they would introduce charges for roaming with PAYG but since then they haven't done so so far nor have they said when they will. The EU roaming pages, such as the 1 for Croatia that you posted, makes it clear there are no extra roaming charges for PAYG unlike for contract.
