Changed SIM in my phone now my sister is showing user busy

My sister and I are both with EE.  She has an Oppo phone and I have a Samsung A54.  Never had any problems until yesterday when I called her and it was showing user busy which turned out to be incorrect.

I have always had the same number but my last phone was issued with a new SIM card and number and was also a Samsung.  I phoned EE and they altered my 'new number' to the old one.  Being a Samsung, it was impossible to change the number embedded in the phone.  The same problem transferred to my new phone in that it was showing the wrong number in the phone itself.  I phoned EE who tried some sort of reset but in the end sent out a replacement SIM card and my phone is fine and shows my correct number. 

This is the first time I have called her with the new SIM card in.  She said she has previously had the same problem when a friend changed their SIM card while abroad, they changed it back and after that it showed user busy.  She has checked my number isn't blocked or diverted, she's reinstalled my number and restarted the phone to no avail.  I have read online that is a number is showing user busy it is a network problem not a phone problem.  Which is the first port of call EE or Oppo?

That suggests the issue is being caused by the presence of your mobile number - pointing the issue at your sister's phone initially.

These symptoms are often caused by a number being inadvertently blocked, although I would usually expect the call to directly hit voicemail.

If your sister doesn't have voicemail, this could explain that anomaly.
