Cannot Text out from Android while in EU, receive text OK?

My EE contract roaming has been set properly by an EE operative however I am unable to send text while travelling outside the UK but can receive text, all other roaming is fine, what is the solution please?

@R0y : For sending texts, check your phone's Messaging app has the Message Centre no. setting for EE as +447958879879.
