Calling out - line cuts off??

I have reached my max data usage but my plan is for unlimited phone calls and texts - I have turned off WIFI and bluetooth but phone call is still cutting off after about 7 seconds. Why can I not make any calls out??

@jax56 , have you taken your SIM card out, given it a clean and checked where you insert your SIM card to make sure that that is not the cause?
Are you able to try your SIM card in another phone to see if that is the problem, also tried rebooting your phone?
