Barred number

Can anyone shed light on why 0800 number is barred from my phone ??

Does this happen on all 0800 numbers? 

Can you call UK landlines and mobiles OK?

In what way is it barred? What msg do you get? Some firms don't accept calls to their 0800 no. if you withhold your Caller ID.
