I have a mobile plan that has a speed cap. Will that carry over to Wi-Fi?

WiFi (non mobile network) is only limited by the maximum speed of your WiFi radio on your device or the WiFi network.

What do you mean by WiFi? Your Broadband router or WiFi hotspots in the wild? Many of latter are of no concern of EE & may or may not be capped by their providers.
