I never give my mobile number to anyone except people I know. Since I terminated a 3 year friendship with someone in Europe who became an overbearing pest, and whose mobile I've since blocked, I have since received 3 mobile calls from UK mobile numbers I don't recognise. I have refused to answer my mobile for over a month unless I recognise the number with a contact name.
Are these calls purely chance, or is it possible for someone in the EU to be able to route a call from their mobile (in Finland) to that of a UK mobile number?

I'm sorry to hear that you're in this situation. It's difficult to say who it is that's calling you, since you're not answering the calls, but it is definitely possible that it is coincidence. It's also possible that it is call spoofing, but there doesn't seem to be evidence for this.

I'm not completely following your issue, but any mobile user can divert all their incoming calls to any number of their choosing. I can't recall whether this is also possible to international numbers, which may impact whether a Finnish operator allows it.
Coincidence is also a possibility, although I would expect Finnish numbers to dominate calls to a Finnish mobile.
