Great 4g signal but terrible calls

When mobile data is turned on the signal bar shows full signal, and the internet works great.  Once I turn off mobile data the signal bar shows an exclamation mark on it and I can barely make a call - the line is absolutely terrible.  

Does anyone know why this happens and if there's something I can change in the phone's settings please? Thanks!

Direct dialled voice calls don't use mobile data. The only setting of relevance for voice calls is that "VoLTE" (for Android) or "4G-call" (for Apple) is enabled.

This uses the 4G network for voice rather than 2G/3G as would otherwise be the case. Your phone will show a VoLTE/4G-call symbol next to the coverage indicators.
