Try changing your Access Point Name settings on your Samsung to use IPv4 for the APN Protocol. Under Connections > Mobile networks > Access Point Names.
Create a new APN Profile, copying the details from the default "internet" and just changing the "APN Protocol" setting to IPv4 instead of IPv4/IPv6.
You can also find a guide on the APN Settings here in case you get stuck: https://community.ee.co.uk/t5/Mobile-Data/EE-APN-Settings-Where-to-find-them/td-p/1145404

@rachel1223 , the router is not your TV, please give us the name of your router as asked above.
Why do you not want to use VPN? It is safer than not using it, if it works with VPN, what is your problem?
