I have similar problem and I can't see "parental control" in "setting and permissions" menu!?
What sould I do?

It's usually better to start a new thread and explain your issue - it's now been done for you.
The menu option to change your parental control settings and allow full use of social media sites over mobile data, is under Settings > Settings > Settings & Permissions
