I have a spend cap of £20 as I am abroad but my 4g isn’t working? I have service bars but when I turn on my data it doesn’t work?

Can you make & receive voice calls? Can you send & receive text messages? Did you receive a welcome text message on first arrival abroad?

Have you tried manually selecting an alternative local network?
