I have the same issue. All software up to date. I can connect my laptop to my hotspot when at home with no issues,  but when I go overseas (I.e. France ) others can connect to it but they can’t access the internet

Have you tried connecting other devices to your phone whilst in France?

Does your laptop show as connected but No Internet available?

Have you tried manually connecting to other networks?
