If you request a change of price-plan by phone, it's usually active immediately. If you do so by online or self-service methods, it may take a little longer.
Try texting BALANCE to 150, what do you receive by response? Alongside your myEE app & website, that's the 3 main ways to check your data allowance.

I called 150 and it said it was changed but it didn't activate
