I have a SIM-only plan, 40GB over 12 months. Monthly renewal date is the 9th of the month.
My number has just been ported over from my previous network today and my data allowance for the month from 9/2 to 8/3 seems to have reset itself from roughly 33GB remaining back to 40GB.
Am I going to be billed out-of-allowance if I use more than the 33GB I had remaining for this month or have I really just been given another "free" 7GB of data?

I wouldn't worry too much as you can't use data once you have used your allowance up.
If you have used the allowance up it automatically directs you to the EE shop page to buy more data.
