Mobile dongle SIM vs mobile data SIM

I'm confused by the pricing re mobile data. If I buy a dongle data SIM then I get no minutes or texts. But if I buy a normal SIM and stick it in my phone, I can get minutes and texts included and the price is cheaper! So that suggests to me that I get a normal mobile SIM and just stick itin my dongle.
Or am I missing something ?

@countryman99 : No, you're not! You may use a phone SIM in a mobile router at probably a cheaper price. Of course you won't be able to make calls from it.
