i have logged into my my ee account, but it states that i don't have premission's to upgrade etc... but i have logged into my account i don't understand this ami missing something?

Does it say you're not bill payer?
If it does it you need to change your status to bill payer via your online EE account.
Menu - account settings - manage numbers
